Using Setflows to Control Loops

Explicit setflows can be used to control the way that the DMS service traverses the network when it encounters a loop. Configure the last regulator in the loop as an explicit setflow to prevent the DMS service from going around the loop more than once when it is calculating demand in the network. You do not need to set a value on this setflow regulator, it is sufficient to configure it as a setflow.
